Human garbage in this country

This country has to educate people better. I meet a lot of people here who are rats. People have to be told what to do and how to be for their own good. Enough is enough. 

A "low person" generally means someone of low moral character, social standing, or importance, often used to describe someone despicable (a "lowlife") or of humble, less respected status (a "lowly" person). It can imply they are morally base, vulgar, or lacking in decency, but can also refer to someone in a poor job or humble position, sometimes used humbly by oneself, like a "lowly medical student".
